Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).

The Ministry of Rural Development (MoRD) announced the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Antyodaya Diwas, on 25th September 2014.

DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth.

Vision: Transform rural poor youth into an economically independent and globally relevant workforce

DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 years from poor families. As a part of the Skill India campaign, it plays an instrumental role in supporting the social and economic programs of the government like the Make In India, Digital India, Smart Cities and Start-Up India, Stand-Up India campaigns. Over 180 million or 69% of the country’s youth population between the ages of 18 and 34 years, live in its rural areas. Of these, the bottom of the pyramid youth from poor families with no or marginal employment number about 55 million.

The National Policy for Skill Development & Entrepreneurship 2015 has identified a skills gap of 109.73 million in 24 key sectors by the year 2022. This number cannot be achieved without addressing the BoP 55 million from rural India. Also, a FICCI and Ernst – Young study published in 2013 identified a shortage of over 47 million skilled workers across the globe by 2020. This presents an unprecedented opportunity for India to train its BoP youth population and place them in jobs across the world and realize its demographic dividend.

The pursue formal general education after class 5th ,would have fair choices to acquire skills that are relevant to the employers, at a reasonable cost and within reasonable distance from their residence and would have the facility to obtain professional counselling in making good choices based upon their interest and aptitude and also employment potential of the skill and would also be facilitated in obtaining placement after acquiring certification.

A National Skill Development Policy was launched in 2009 with the aim of skilling 500 million persons by 2022. Under the National Plan, the State of Uttar Pradesh aims to skill over 4 million youth by the end of the 12th Five Year Plan. In order to achieve this target and provide employable skills to the youth of the State, the Uttar Pradesh Skill Development Mission (UPSDM) has been instituted.

Based on the learnings and experiences of other states, the Government of Uttar Pradesh has developed a unique structure for UPSDM. UPSDM acts as an integrated mission which combines the efforts of various State Departments in achieving the skill development targets for the State. UPSDM is the implementing agency for skill development targeted at enhancing employability in Uttar Pradesh, subsuming the targets of various State Departments such as Rural Development, Urban Development, Labour, Minority Welfare, Social Welfare, etc.

Employment Generation and Marketing Mission (EGMM) is a society set up by the Department of Rural Development of the Andhra Pradesh (AP) Government to provide employment to the rural unemployed youth. Set up five years back, EGMM has emerged as one of the largest Jobs mission working for the underprivileged youth.

To date it has trained 2,26,909 and placed 75% of them in entry level corporate jobs. 45% are girls and 37% are SCs/ STs. The youth are from economically and socially underprivileged sections of the society. EGMM works in a public-private partnership mode with Government, companies and the rural communities as its stakeholders. The entire approach is a bottom-up approach, tailored to move the rural poor from the unorganized to the organized labor market.

The brand EGMM has been built by its innovative products developed like the country's first Grassroots level English, Soft Skills & Computers Academy, Textile Training Academy, and Security Academy. EGMM has also customized the trainings linked to new investments like Rural BPOs, SEZ's manufacturing units, etc. Companies that recruited large no. of youth from EGMM training centers:

Swarna Jyanthi Shahari Rojgar Yojna - SJSRY( Jharkahndh)

Swarna Jayanti Shahari Rozgar Yojana (SJSRY) in India is a Centrally Sponsored Scheme which came into effect on 1 December 1997.

The scheme strives to provide gainful employment to the urban unemployed and underemployed poor, through encouraging the setting up of self-employment ventures by the urban and rural poor living below the poverty line.

The SJSRY scheme is being implemented on a cost-sharing basis between the Centre and the States in the ratio of 75:25. Given the low allocations for the scheme, only about 2 lakh urban poor under skill development and 50,000 under self-employment are being benefitted under SJSRY annually.

The target under skill development of the urban poor is very small considering that the number of urban poor was estimated at 81 million in 2004-05 and that nationally a target of 500 million persons to be skill-trained by 2022 has been fixed by the National Council on Skill Development. .
